According to the forecasts of a representative of Kemerovo’s Administration, approval of the new master plan should take place in August – September 2011. In particular, a public commercial zone is planned in full accordance with the micro-district project “Emerald” presented by Taured SA, including a Shopping Center, business center, hotel, and parking. The issue of placing multistory residential buildings in the zone will also be resolved.
The “Emerald” project for creating a modern, mixed-use urban micro-district in Kemerovo is part of a nearly completed global document of territorial planning – Kemerovo’s master plan for the time period up to the year 2030. In accordance with the RF Urban Development Code, the master plan is the basic document for the city’s territorial planning, providing for the stable development of its territory. It determines the directions and boundaries of the city’s territorial development, zoning of the territory, areas of development for engineering, transportation and social infrastructure, and urban planning requirements for the preservation of historical-cultural heritage sites, specially protected natural territories, and ecological and sanitary well-being.
In May 2011, the City Administration of Kemerovo issued the order “On the setting of public hearings on the draft master plan for the city of Kemerovo”.
This document provided for:
- Setting of public hearings on the draft master plan for the city of Kemerovo
- Determining the formаt for conducting public hearings – comprehensive discussion
- Setting of dates for conducting public hearings no less than 30 calendar days after the notification of city residents via mass media
As for setting goals for the developers, Mayor Vladimir Mikhailov explained in the course of his internet conference that “the ultimate goal is the creation of a unique look for the city of Kemerovo, using its landscape features and existing resources for the further development of the area.”
At present, public hearings have been completed, and the master plan, after all proposals and modifications have been made, will be submitted to the mayor for approval.
The draft master plan assumes that, if positive demographic trends continue, roughly 590 thousand people will reside in the city by 2020 (according to the latest data, the current population is 520 thousand people), and by 2030 the number will be still higher. To provide housing for such a population, it is necessary, as Vladimir Mikhailov noted, to build more than 300 square meters of housing annually, and taking into account increasing sanitary requirements, to achieve the planned housing provision of 26 square meters per person.
In addition, the mayor emphasized an expected change in the structure of housing construction, in terms of an increase in the share of individual housing to a proportion of 60 percent, versus 40 percent for multistory housing. In the current version of the master plan, these figures are 50 percent to 50 percent.
